Background
The Government has proposed the Medical Training (Prioritisation) Bill to prioritise UK medical graduates for foundation programme training and give preference to UK graduates and doctors with significant NHS experience for specialty training. This legislation is now going through Parliament.
Bills are proposals for new laws. If they pass every stage of scrutiny in the House of Commons and House of Lords, and receive Royal Assent they become Acts of Parliament, and Law.

It is important to note that the method of allocation used in Oriel which is called Preference Informed Allocation (PIA) is separate to the proposed Medical Training (Prioritisation) Bill. The proposed Bill seeks to prioritise certain groups of applicants when allocation takes place.
